Jean Dominique's editorial on ODVA, following a meeting of peasant farmers in Pont Sondé in which the oversight committee demanded change to ODVA's leadership: it should be administered by farmers and local elected officials as well as ODVA technicians. ODVA has become a corrupt, wasteful, and ineffective institution that is not of service to the peasants of the Artibonite. ODVA must undergo a radical change, and that must happen through the participation of peasant farmers in the management of the institution. Dominique himself remains skeptical -- over the last twenty-five years, he has heard too many broken promises with regards to ODVA -- but hopes that administration of René Préval, "Ti René," will be able to work together with the peasantry and have the courage to stand up to the wealthy.
